Projects Accomplished by the Team Members of DDS

At DataBridge Development Solutions (DDS), our team members bring together decades of collective experience in strategic planning, research, monitoring and evaluation, data analytics, and institutional development. Below are individually documented examples of key assignments and experiences contributed by DDS professionals:

Bilal Naqeeb

• Baseline Study – Citizens for Good Governance (CPDI): Led a mixed-methods assessment of transparency, accountability, and capacity among civil society and local governments in Sindh and Balochistan.

• End-of-Project Evaluation – Legal System for Religious Minorities (Legal Aid Society): Led evaluation using OECD-DAC criteria to assess project effectiveness, sustainability, and relevance.

• MHVCA – Musakhel (CYAAD): Conducted a multi-stakeholder vulnerability and capacity assessment using hazard mapping and participatory tools.

• Knowledge Management Strategy – PPAF: Designed a KM framework and conducted knowledge audits and capacity assessments across EU-funded climate resilience programs.

• MEL Lead – Inclusive Democratic Processes in Pakistan (IDPG), IRI/USAID: Designed MEL frameworks, conducted DQA, and led partner capacity development.

• DAFPAK Programme – Palladium/DAI/USAID: Developed data use logic frameworks and training modules for Punjab, KP, and Sindh.

• Programme Evaluator – STEP/UNFPA: Conducted evaluation of GBV services for women with disabilities and supported proposal writing.

• EGRA Monitoring – MSI/USAID: Oversaw EGRA quality assurance in Punjab and AJK.

Uzera Nishat

• Head of People and Culture – IRC Pakistan: Led HR and safeguarding functions, including GEDI and performance systems.

• Manager People & OD – WaterAid: Developed strategic HR/OD plans and implemented digital systems and learning programs.

• HR Manager – MSI: Managed USAID project staffing, contracts, and compliance.

• Capacity Assessment Consultant – AAN Associates: Assessed line departments (PHED, LGE&RDD) in KP for WASH strategic planning.

• HR Consultant – Awaz-e-Niswan (AAN): Developed job descriptions and HR policies aligned with strategic goals.

Sarwat Jahan

• Team Lead – CPDI Local Governance Project: Designed and led implementation of SBCC campaigns, gender trainings, and youth programs.

• International GBV Advisor – World Bank ASDP II Afghanistan: Led GBV risk mitigation assessments and gender policy development.

• Chief of Party – USAID/OTI Pakistan: Managed 1450 grants with a budget of $53 million under stabilization and CVE portfolio.

• Deputy Chief of Party – USAID Punjab Project: Led strategic engagement with provincial authorities and indicator development.

Shazia Khalid

• MEL Specialist – IDPG/USAID (NDI): Led design and implementation of MEL tools and frameworks for electoral accountability and civic education.

• MEL Advisor – REMIT/FCDO (Adam Smith International): Developed MEL and VfM strategies for macroeconomic reform programs.

• Evaluation and CLA Specialist – METAL/USAID: Led evaluations across Libya and Tunisia, including governance and decentralization.

• Senior MEL Specialist – Concern Worldwide: Headed MEL for DFID-funded disaster resilience program.

Mawish Iqbal

• Evaluation Expert – AAN Associates (UNICEF Uganda CPP): Led summative evaluations on child protection programming.

• Research Consultant – UNICEF Pakistan: Oversaw evaluations on nutrition, sanitation, and child protection systems.

• M&E Expert – APEX Consulting: Conducted UNICEF WASH program evaluation.

• M&E Advisor – BISP/Ehsaas: Designed M&E systems and performance agreements with the PM Office.

Ahmed Jan

• Provincial M&E Coordinator – OPM: Conducted mid-term and end-line evaluations for BRACE and GRASP in Balochistan.

• M&E Consultant – LGRD Sector Plan: Led situation analysis and stakeholder consultations in Balochistan.

• Research Associate – DAI London: Conducted research on human trafficking in Balochistan border areas.

• Director Programs – DOST: Managed multisectoral community development programming in Quetta.

Noor Ul Ain

• District Coordinator – SDPI/World Bank: Led execution of the Click Property Survey in Karachi.

• Project Coordinator – CPDI/UNDP: Managed civil documentation projects in 8 districts of Sindh.

• Program Manager – ART Islamabad: Managed surveys, training, and coordination with Sindh-based partners.
